Why Climate Risk Is Now a Property Issue

The 2022 Brisbane and Lismore floods, the 2019–20 bushfire season, and ongoing coastal erosion in multiple states have fundamentally changed how lenders, insurers, and buyers evaluate Australian property. Insurance premiums in high-risk suburbs have increased 50–150% since 2020 in some areas. The NSW Rural Fire Service and equivalent state agencies provide bushfire risk overlays for all properties. Bushfire Attack Level (BAL) ratings range from BAL-Low to BAL-FZ (Flame Zone). Properties in BAL-40 and above have significantly higher building costs, insurance premiums, and resale limitations. Check the relevant state fire authority website before purchasing in any area with nearby bushland.

The Insurance Premium Signal

One practical shortcut: before purchasing, get an insurance quote (home and contents) for the specific property. Insurance companies have sophisticated actuarial models for natural disaster risk that are often more granular than publicly available government maps. A significantly elevated premium relative to comparable properties elsewhere is a leading indicator of risk.

Discounting Risk into Your Offer

High-risk properties will increasingly face insurance availability issues and resale limitations as climate risk becomes better understood. Buyers should either avoid high-risk properties entirely or apply a significant discount to their offer price — and thoroughly model the ongoing insurance cost impact before purchasing.
